To limit scammers/dishonesty, claims of items not received will be blocked from purchasing again in the future! Offering free shipping attracts many scammers so this policy is in place for a reason. After evaluating free shipping, 99.99% of packages arrived, sometimes later than expected but the post office will eventually deliver the package. So, on average, 999 out of 1000 orders will arrive.
